1. 서론: 21세기의 정당 연구--샷슈나이더와 헌팅턴으로 돌아가기

“정당정치를 떠나서 민주주의를 생각할 수는 없다.” 60년 전에 샷슈나이더가 제기했던 이 명제는 (Schattschneider 1942) 오늘날에도 여전히 정당정치 연구의 철학과 범위, 방향을 지배하고 있다. 단지 지난 30년간에 이뤄진 민주화, 정보화, 세계화의 물결은 샷슈나이더의 명제를 선진민주주의와 신민주주의의 맥락에서 각각 나름대로 변형시켰을 뿐이다. 주로 서유럽과 북미에 자리 잡고 있는 선진민주주의 국가에서 지난 30년간 정당정치 연구를 지배한 연구과제는 ”정당정치는 과연 쇠퇴하고 있는가? 따라서 민주주의는 쇠퇴하고 있는가?“의 문제였다. 한편 지난 30년 사이에 민주주의 클럽에 새로 가입한 70여 개국의 신민주주의 국가들의 정당연구는 ”정당은 신민주주의에서 중요한 역할을 하고 있는가? 따라서 민주주의의 공고화에 어떻게 기여하는가?”라는 질문이 이끌어왔다고 할 수 있다. 한편에서는 쇠퇴와 위기를 논의하고, 다른 한편에서는 새로운 발전과 기대를 운위하지만, 이 두 명제는 동전의 양면과 마찬가지로 정당정치가 현대 민주주의의 결정적인 요소임을 전제하고 있다.
변형된 샷슈나이더의 명제를 중심으로 지난 30년간 수많은 연구들이 영국, 프랑스, 독일, 미국에서 정당의 이념, 조직, 당원, 재정 등에 대해서 검토하고 이를 통해서 정당의 쇠퇴, 위기, 혹은 적응의 문제를 분석해왔다. 즉 좌우 이념정당들의 이념적 정체성의 희석, 유권자들의 정당일체감의 쇠퇴와 투표율의 저하, 당원의 감소와 당비의 감소, 국고보조금과 국영 미디어에 대한 의존의 심화와 같은 다양한 현상들이 기성 민주주의의 정당위기론을 뒷받침하는 근거로 제시되어왔다. 다른 한편으로 수많은 연구자들이 지난 20년간 한국, 대만, 스페인, 브라질, 아르헨티나, 러시아에서 정당의 조직, 이념, 정책, 재정 등에 대한 분석을 통해서 신민주주의 국가에서
